The National Education, Health and Allied Workers’ Union [NEHAWU] in the North West Province is angered by the deceitfulness of the North West Department of Health Head of Department, Dr. Thabo Lekalakala.
As NEHAWU, we have always maintained that there is corruption taking place in the department and that it manifests itself through labour brokering, outsourcing and privatization. Dr. Thabo Lekalakala denied all this and maintained that these anti-working class tendencies of outsourcing, labour brokering and privatization will help the department to be effective and in the process save it money. On the contrary, this contemptuous attitude only serves to continuously cause the department to accumulate accruals.
We have had several marches to both the Provincial Government and the Department of Health, fighting against the outsourcing of critical services such as cleaning services, security services, food services, laundry and linen supply services including some of its core functions but the contemptuous attitude of the department under the leadership of Dr. Lekalakala continue to plunge the North West Department of Health into more financial woes due to unscrupulous management of finances.
The department under the administrative leadership of Dr Lekalakala has continued to accumulate accruals whilst funded critical posts remain vacant due to a moratorium on filling of vacant posts by the Provincial Government, Community Health Workers, our barefoot doctors, continue to provide services under uncertainties, suppliers are not paid in time despite the prescribed 30 days payment period, the budget is depleted well before the end of the financial year, hospitals are having huge shortages of linen, there is lack of medical equipment, there is no budget for repairs and maintenance in facilities, drug stock-outs, shortage of ambulances, etc. If this is the situation in our provincial health department, the question is – where is the budget going and the answer to that is simple – into the pockets of the Gupta family and those linked it including some unscrupulous politicians and administrators.
Due to this diabolical management style of public resources we call on the MEC for Health, Hon Magome Masike, to provide leadership and dismiss Dr. Lekalakala as a first step to turn around the bleak situation that the department finds itself in. If this doesn’t happen, we are having the same energy we have been having of taking up battles and shutting down the Department until justice is done and those at fault are brought to book.
We welcome the decision of the Legislature Portfolio Committee on Health and Social Development to zoom into this matter as well as issues that exist in the Department of Social Development. The shenanigans that are taking place in the North West Provincial Government cannot go unnoticed and unchallenged. NEHAWU will also be ready to make representations to the Committee if given an opportunity.
On the same breath we call on the Directorate for Priority Crime Investigation and the National Prosecuting Authority to investigate acts of corruption in the North West Department of Health and prosecute all those who are found with their hands in the cookie jar
